ICS2 Compliance Requirements for EU and Northern Ireland Shipments

All shipments sent to or transited through the EU, Northern Ireland, Norway and Switzerland. 

Import Control System 2 (ICS2) is an advance cargo information system designed to improve security in the international transportation of goods and involved supply chain. All Economic Operators (EOs) that bring goods to or transiting through the EU, have to declare safety and security data to ICS2, through the Entry Summary Declaration (ENS). 
Based on the ENS, all goods are subject to safety and security risk analysis and better targeted controls.

Pre-Loading:

SAS Cargo will send a Pre-Load message to the EU Customs on every single shipment before it is ready for carriage.

SAS Cargo will receive an “Assessment Complete” when all information needed has been assessed by customs.

In case of negative replies; 
•    Request for Information or 
•    Request for Screening or 
•    Do Not Load

our team will address all issues and contact you (or your colleagues) if necessary. 

If the issues cannot be solved within time of LAT, then the goods must be rebooked to a later flight as soon as we have a positive response from EU. 

Additional fees may apply for extra services related to retrieving EU approval.

From APR25 Vague Cargo descriptions and incomplete consignee/shipper information will not be accepted. A non-exhaustive list of unacceptable cargo descriptions can be found on the EU website at: guidance_acceptable_goods_description_en.pdf. This list will continue to evolve, and contains some generic examples.

Requirements in FWB and FHL:

FWB must include:

1.    Total Quantity 
2.    Total Weight 
3.    Cargo Description (non-generic) 
4.    Shipper Name and Address (incl zip codes) 
5.    Consignee Name and Address (incl zip codes).
6.    HS number - must include 6 digits

FHL must include:

1.    Total Quantity for this FHL
2.    Total Weight for this FHL
3.    Cargo Description (non-generic) 
4.    Shipper Name and Address (incl zip codes) for this FHL
5.    Consignee Name and Address (incl zip codes).for this FHL
6.    HTS (HS number) for this FHL – minimum 6 digits 

Most common errors delaying shipments: 

•    Wrong or missing HS numbers.
•    Missing Postal Code/Zip code
